Policy Debate is a form of academic competition in which teams of debaters argue against each other on various policy proposals. The goal of this type of debate is to persuade judges that their proposed policies are better than those advocated by opposing teams. In these debates, participants research and analyze public policies, develop arguments for or against them, and then present their cases in front of a panel of judges who evaluate the quality of the argumentation, evidence, and delivery. The policy debate format is typically used at the high school and college levels, but can also be found at other educational institutions and among adult competitors as well.
